Could it be there is a bug in this feature?

My ISP was complaining because there were a lot of pop requests coming on from the application -- while the pop option was disabled after some testing.

Is the polling stopped when the option is disabled? Or does it require an IISReset?

The polling is enabled on application start so unless the application restarts after you have disabled polling then it will not take effect.

To force a restart you can edit the web.config file and save it.

There is a host setting for the polling interval that should be increased. I just noticed the default is 10 miliseconds which is way to low when it should be 10000 which is 10 seconds. Incresing it futher is probably a wise idea as well, up to a minute, 5 minutes etc.
