POP3 Mailbox Polling

I'm trying to get the mailbox monitoring for recording issues to work. I have all the configuration settings in place as best i can tell, but the application doesn't seem to be polling the mailbox that i setup. i have the polling interval set to 6 seconds and have an email sitting in the inbox that fits the criteria of one of the mailboxes setup for the project, but it doesn't seem to be picking it up.

I have uncommented the http handler in the web.config and restarted IIS. Is there a service or something i need to start to begin the polling? Is there any way to verify that the application is polling the mailbox?
