Cannot Login with Valid User

I am having trouble logging in with a valid user. When I login the screen refreshes and I am at the same page (home page). Any ideas on how to fix the login issue?

- BugNet setup as a website (not virtual directory) on W2k3 server box

- The webpage loads

- Able to browse the projects I created

-Able to register users (verified user was added to SQL server 2000 database)

- Authentication is set to Forms for the BugNet site and the Default site
