Error after adding new issue after upgrade

Recently applied the update without any problems. However after adding a new issue and trying to browse I receive the following error.

Could not load file or assembly 'App_Web_3j9u39qk, Version=0.0.0.0, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The system cannot find the file specified.

After a bit of searching I found this post on asp.net. In true Microsoft style after navigating to the hotfix I find a page not found. Any help appreciated as we can't add any newissues through our tracker.
