I have turned on Active Directory and seamless creation of users.  While the new user seems to automatically be logged in, there does not seem to be any way for them to add issues to projects as they are missing the "New Issues" tab.

I can not add them to the project as a member as they are not listed as having an account.

The documentation seems to be lacking in this area.  How is this handled?

Have you followed the documentation found here ?

After turning on windows auth and uncommenting the http module user accounts should be created when they visit the site.  Also check the log viewer for any errors.

I have BUT;

If I turn on just window's auth, I get challenaged for my credentials three times and then it fails to get me to the website.  If I also turn on basic auth, I get to the web site, I am logged in but I can not see the "New Issue" tab on the project.

(And as an Admin on another IE seesion, I can not add the new user as it does not have an account).

I have the web server on one box and the database on another.  Does this make a difference?

Your account  (credentials) must be in the format Domain\username  or  machinename\username if the Web server is not joined to a domain.   Because your getting repeated credential prompts it means your credentials are not valid in some form. 

Basic auth must be off.

I have turned basic off.  I am getting challenged.  I am in a domain.  The user name is domainname\username  or cambridge\paul gilberti

The credentials are valid as I can log into windows with them.
