Our IIS server slice got corrupted (dont ask...). The database however was on another server so it is complely intact. I am assuming if I copy the entire BugNet folder bck onto the server, setup the virutal directory and set the connectionstring in the web config that I should be able to just navigate to the home page and proceed as normal correct?

OK, I tried what I asked about above and the site does come up however, no users can login. Tells them login failed. Try to retreive password and that fails as well. It DOES know a valid user ID from a random name. Just can't login. Any ideas?

The web.config is an essential part of the application as there is a "machine" key that is used for encrypting passwords in the database. If you do not have a backup of your web.config there is still hope but requires more work and you will have to reset all user passwords in your database. Please see this blog entry for instructions.
