OK, so... not sure whether this is normal and I should kick myself for not realizing it, or whether this is an unusual situation.  The good news is,  I fixed it!  I gave myself a homemade mohawk in the process by ripping my hair out, but I finally figured it out.  I was poking around just trying one tiny modification after another hoping that endless trial and error and internet research would prove fruitfull; it was.  When I created the web site it automatically created a folder under the default web site as well.  I had to make THAT folder an application as people have suggested.  I just never knew that it was under the default directory that I had to do this.  Is that normal?   This reminds me of combing through hundreds of lines of code just to find a solitary missing character.  Anyway, thanks to everyone for the help!  Easy access to community support is one of the better things the net has brought us...
