Have you tried restarting the web application after the upgrade? I am not sure why the localization module would throw an error. Check your user profile in the database to make sure the preferredlocale is en-US or something else.

Restarted the web site. PreferredLocale for all users was already set to en-US. No difference. :(

You could try commenting out the localization module.

Yes, but if you won't be able to use the localization features. I am still unsure why the localization module would error.
