Yay, nailed the sucker.

The problem was that my parent site has both membership and role providers, which cause some conflicts with the BugNet stuff when running BugNet as a child site. To fix this specifically I had to tinker with a few "clear" settings in the membership provider setting (already done before this started), and also

Explicitly disable the asp.net roleManager and clear the providers for it out in the BugNet web.config.

Oh well, I hope it helps someone else.
