The script you linked to actually gets renamed during the build process for the release packages.  The final script is here.

I downloaded BugNET 0.7.942.0 Final (http://downloads.sourceforge.net/bugnet/BugNET-0.7.942-Install.zip)

Are there any suggestions as to how I can move forward with this error?

You can try to run the upgrade script against the database directly through the sql server management studio. That may give a clue to why it is not working.

I am getting similar but not the same errors.

I did the script against db and cleaned it up.  Since all the errors were such that keys already existed and such, I just deleted all that.  Got it to run.  Ran install again and now got yellow screen of death.
