Is it possible to save any comments that are in the comment box when the use hits the Save or the Save and Return buttons?  It might be easier for the users since in our environment I like to add a comment about what was changed when I update the status of an issue.  Also maybe that way only one notification could generate that the issue was updated with the following comment.
