Installing BugNet on Windows Server 2008

Looking for some help. I am trying to get Bugnet installed on a 2008 Windows virtual server. I'm created the Bugnet database on SQL Server 2005 and when I go to the install.aspx page, I get an error.. It reads:

HTTP Error 500.19 - Internal Server Error

The requested page cannot be accessed because the related configuration data for the page is invalid.

Config Error	This configuration section cannot be used at this path. This happens when the section is locked at a parent level. Locking is either by default (overrideModeDefault="Deny"), or set explicitly by a location tag with overrideMode="Deny" or the legacy allowOverride="false".

Also, the config source file is highlighted as the source. "handlers" is in red. If I comment out the handlers section of the config, then it errors when the same error but "module" is red....

I have followed the steps in the bugnet installation wiki as well.

Any help is appreciated
