How can I manage a project's membership except admin

In 0.7.832, how can I manage a project's membership except admin.

I cannot assign super user role, and project manager has no administrator priviledge.

These are critical issues that need to be resolved.

You should be able to log in as administrator and manager your projects temporarly.
