Theme 'Default' cannot be found in the application or global theme directories 

Hello - I have followed the instructions as per the installation guide.  My DB is set up, all source code uploaded.  I run the install.aspx file and get the following error - Theme 'Default' cannot be found in the application or global theme directories.

Can anyone offer some guidence?

Reposting a response to my own question so that I can put on record how I resolved this.  This was an issue with IIS settings and permissions on the Themes folder.  Once I make this folder accessible by IIS it overcame the issue.
